HR Budgeting and Performance Using Balanced Scorecards

HR budgets are often built by rolling last year's figures forward, while HR performance is reported through activity counts that finance and executives do not value. This programme gives HR and finance leaders a practical method to build a defensible HR budget, link it to strategy and measure HR's contribution with a balanced scorecard.

HR functions are under pressure to justify their costs and show results, yet many cannot. The HR budget is prepared late, with little link to workforce plans or strategic objectives. Headcount and salary costs are forecast separately from training, recruitment and benefits. Variances are explained after the event. HR reports show the number of courses run and vacancies filled, but not whether the workforce is more capable, engaged or productive. As a result, HR investment is cut first when budgets are tight.

This programme connects HR spending, strategy and results. It moves through five stages: understanding what drives HR and workforce costs, building the HR budget from the workforce plan, monitoring and controlling the budget, designing an HR scorecard linked to strategy, and using the scorecard and budget together to make and defend decisions.

Built on recognised practice. The programme references the Kaplan and Norton balanced scorecard and strategy map approach, the HR scorecard model that links HR deliverables to business results, ISO 30414:2025 guidance on human capital reporting and disclosure, and established budgeting methods including incremental, zero-based and driver-based budgeting. It uses these to build tools, not as theory alone.

Decisions this programme improves. How much to budget for headcount, pay, benefits, recruitment and learning; which HR investments to prioritise when funds are limited; how to explain and act on budget variances; which HR measures belong on the executive scorecard; and how to show the return on HR programmes in terms finance leaders accept.

How it is delivered. Twenty hours across five sessions, built around one running case: a public sector organisation preparing next year's HR budget during a restructuring. Participants build a driver-based workforce cost model, prepare an HR budget, analyse variances and design an HR strategy map and scorecard, using practical spreadsheet templates.
