On many projects, HSE is treated mainly as a site supervision issue. Hazard studies are carried out late or as a formality, design decisions that fix major risks are made without HSE input, contractor HSE plans are approved but not verified, and review actions stay open for months. Environmental and social commitments made during approval are forgotten by the time construction starts.

This programme treats HSE review as a lifecycle discipline. It moves through five stages: setting up project HSE management and review planning, reviewing hazards and design at the early stages, reviewing environmental and social aspects, verifying HSE performance during construction and with contractors, and reviewing readiness for start-up, handover and operation.

Built on recognised practice. The programme references ISO 45001 and ISO 14001 management system requirements, ISO 19011 guidance for auditing, IEC 61882 for HAZOP studies, the ILO guidelines on occupational safety and health management systems, the IFC Performance Standards and EHS Guidelines, and widely used industry good practice for project HSE reviews. Participants learn how to use these references to plan and run reviews, not only to cite them.

Decisions this programme improves. Which HSE reviews a project needs and when; how deep each review should go; whether design risks have been reduced as low as reasonably practicable; whether a contractor is ready to mobilise; which findings must be closed before the next gate; and whether a facility is safe to start up.

How it is delivered. Twenty hours across five sessions, built around one running case: an industrial or infrastructure project moving from design to start-up. Participants plan the project HSE review programme, facilitate a hazard identification exercise, assess an environmental and social review, audit a contractor's HSE performance and conduct a pre-start-up review.
