Road authorities invest heavily in safety barriers, signs, markings, lighting and traffic control systems, yet many installations do not perform as intended. Barriers are installed with the wrong working width or unprotected ends, crash cushions are chosen for the wrong speed, signs are cluttered or badly placed, markings lose visibility at night and in rain, and work zones become the most dangerous part of the network. The cause is usually a gap between design, procurement, installation and maintenance rather than a lack of equipment.

This programme follows a road safety system from diagnosis to operation. It starts with the Safe System approach and methods to identify and rank risk on the network, then covers the selection, specification and installation of the main road safety systems, road safety audits at each project stage, and inspection and maintenance so that installed systems keep performing.

Built on recognised practice. The programme references the Safe System approach promoted by the World Health Organization and the UN Global Plan for the Decade of Action for Road Safety, the World Road Association (PIARC) Road Safety Manual, the International Road Assessment Programme (iRAP) star rating method, ISO 39001 for road traffic safety management systems, and European standards used in many GCC specifications, including EN 1317 for road restraint systems, EN 12899 for fixed vertical signs, EN 1436 for road marking performance and EN 13201 for road lighting.

Decisions this programme improves. Where a safety barrier is justified and where removing or relocating a hazard is better; which containment level, working width and terminal to specify; how to accept or reject an installation on site; which road safety audit findings to act on first; how to organise safe work zones; and how to set inspection and maintenance frequencies for safety systems.

How it is delivered. Twenty hours across five sessions, built around one running case: an upgraded dual carriageway with a high crash record at junctions and run-off-road locations. Participants analyse crash data, carry out a desk-based road safety audit, specify barrier and signing solutions, review an installation checklist and plan a work zone.
